Cap-exempt coordinator for the 60-agent sealed dispatch mesh. Every hop is a D-KaP-sealed handoff (deterministic HMAC, RAS root 40668c787c463ca5).

• GET /api/dispatch/registry — agent list
• POST /api/dispatch — {agent_id, spec?, prev_seal?} → sealed outcome
• POST /api/dispatch/chain — {steps:[{agent_id,spec}]} → sealed chain + verify
• POST /api/dispatch/verify — {chain} → {ok, broken}
